HARYANA STATE AGRICULTURAL MARKETING BOARD

          The Haryana State Agricultural Marketing Board was set up on 1st August, 1969 for exercising superintendence and control over the Market Committee of Haryana. The primary objective of the Board has been to set up a marketing infrastructure for better regulation of the purchase, sale, storage and processing of agriculture produce within the frame work of Punjab Agriculture Produce Market Act 1961 and Punjab Agriculture produce Markets (General) Rules 1962.

The Board has been continuously endeavoring to improve upon the marketing system in the State. New markets are being developed replacing the old existing markets and better facilities are continued to be provided in the existing markets so that the sale and purchase of the agriculture produce may take place smoothly in these markets. At the same time, the enforcement of Act, Rules & Bye-laws is being strengthened in there mandis so that the farmer may get remunerative price for his produce and his exploitation in the hands of unscrupulous traders may be minimized. Every effort is being made to protect the interests of the farmers in order to encourage Agro based industries to complete in the trade, Govt. has reduce market fee from 2% to 1% on twenty one items of agriculture produce with effect from January, 2000.  

        Amongst the welfare schemes for the farmers, one of the major schemes is of providing financial assistance to the victims of agriculture operations in the State. Compensation for the loss of limbs is given @ Rs. 5000/- to Rs. 40,000/- and in case of death a compensation of Rs. 50,000/- is paid. The total amount of financial assistance disbursed so far has been of the order of Rs. 23.13 Crores to 13561 persons upto 30.9.2005. 

        The Board has launched Krishak, Uphar, Yojna from 2nd October, 2000 on the eve of Gandhi Jayanti in all the Mandis of the State. Under this scheme, the farmers will be given prizes worth Rs.1.52 Crores in one year. Apart from benefiting the farmers, the scheme will also help in curbing evasion of market fee.

BRIEF NOTE REGARDING THE DEVELOPMENT ACTIVITY/ ACHIEVEMENTS

        The H.S.A.M. Board, had set up Six nos. New Grain Market Panipat, Samalkha, Madlauda, Israna, Bapoli, Babarpur, and Subji Mandi Panipat. The Board developing these mandies and providing all facilities to Public and farmers and look after all the activities for the sale and purchase of all the Agriculture produce. Every efforts are being made to protect the interest of the farmers. At alone the revenue of received from the  Panipat Distt. for all the Agriculture produce received in these mandies are about Rs. 12 Crores.

        Board has its own net work of road in the Distt. Panipat is about 300 Kms to facilitate the farmers to being their Agriculture product in these mandies. in addition to all the facilities in the mandies. The HSAM Board, has also constructed the Food storage Godowns with the capacity of 42500 M.T. food storage capacity mandi wise is as under :-

1.        N.G.M. Panipat                22500 M.T.

2.        N.G.M. Madlauda           10000 M.T.

3.        N.G.M. Samalkha            10000 M.T.

        

            In addition to Six Grain Markets, the HSAM Board has also set-up Five Nos. Purchase Centre in the Distt. Panipat and the HSAMBoard, has planned to repair all the roads constructed  before 2000 and approx. 70 K.M. roads are under progress and approximately expenditure on these roads comes to 3 Crores besides these Board has planned to Modernization of all the mandis. Phase wise amount of sanction for Rs. 3.50 Crore has been granted by the Board under action plan Phase- I for the year 2006-2008 and the work shall be started shortly moreover in the Panipat mandi. The Board has planned to develop agro business centre with the cost of  Rs. One Crore.

           The Haryana State Agriculture marketing Board is going to repair all the roads constructed before 2001 i.e. 80 K.M. under this face out of 80 K.M., 40 K.M. Repair of roads under progress and approx. expenditure on these roads comes to Rs. 3.54 Crores, Balance 40 Kms roads repaired in the next phase with the expenditure of 2.75 Crores. The board has also planned to modernize all the mandies in phase-wise manner which is in progress. In new grain market in Madlauda, Samalkha, Babarpur and Bapoli with the cost of Rs. 4.50 Crores the work completed within six months. The board has also planned to Dev. advertisement centre with the cost of one Crores New Grain Market Panipat.
