Panipat is a small compact district of Haryana Situated on the National Highway north of the National Capital. It came into existence in 1992.

Health Facilities :

Health Department provides curative, preventive & social services to the public to its utmost competence through various health institutions in the district.

A. Curative Services:

Curative Services  are rendered by  B.S.S. Hospital, Panipat  which is  sole General Hospital in the district. It is a 100 - bedded multispeciality hospital having facilities for medicine, Surgery, Pediatrics Gynae & Obstetrics, Ophthamology & Oro-Dental care. Routine and general investigations, E.C.G. & X-Ray services are also provided. Sterilization operations like tubectomies and Non scalpel Vasectomies are done daily.

In addition round the clock emergency services for seriously ill injured & Road traffic accident victims are available. Amulance services are also provided for referring the serious patients to higher institutions.

Curative  services  are  also  provided at  community  Health centres  situated at Samalkha, BPHC, Ahar, Bapoli & 12 other primary Health centres located at Patti Kalyana, Chulkana, Nariana,  Siwah, Ughrakheri,  Ujah,  Kabri,  Naultha,  Mandi,  Seenk,  Matloudha & Kawi are also providing these facilities to rural populations.  

B. Preventive Services:

(a) Immunization: - To achieve the target of reducing IMR from 62 per 1000 live births to 30 per 1000 live briths by the year 2010 the Health Department is actively engaged in providing Immunization services for 6 Vaccine preventable diseases like Tuberculosis, Diphtheria, Pertussis, Tetanus, Polio & Measles. For this Immunization sessions are held every Wednesday up to the Sub Centre and village level to reach every child under 1 year of age.

(b) Antenatal care :- Anaemia is very common among females particularly in the pregnant women. Antenatal services are being provided to expectant mothers in the Antenatal clinics in the hospitals primary health centres and even at the sub center level. To treat and prevent anaemia iron folic acid tablets are regularly given to such patients. Similarly injection tetanus toxoids are also administered to every expectant mother to prevent Tetanus Neonatorum in the new born child.

To provide better maternal and child health care various new schemes have been launched under National Rural Mission.

Various New Schemes Under National Rural Mission :

1. Delivery Huts :

Under this Scheme, the aim is to establish the delivery huts at a central place of the village where the ANM is available round the clock. This is to ensure the clean, safe and acceptable place of delivery and newborn care at the doorstep. For this in, distt. Panipat 16 Delivery Huts have been planned.

2. Accredited Social Health Activities (ASHA) :-

ASHA will be women from the village for 1000 population. A matriculate women from the village who is sensitive to the health needs of people is eligible for becoming ASHA.

ASHA is to mobilize the pregnant mother for institutional delivery and accompany her to the health institution for delivery. She will arrange transport in case of emergency, motivate the eligible couples to use the appropriate contraceptive methods and be a depot holder for CC and Oral Contraceptives and counsel the mothers for safe MTP and on prevention and treatment of RTIs/STIs alongwith facilitating the needed care during the antenatal and postnatal period. She will be paid honorarium based on the services she has rendered to the client and will have no fixed payment. In Distt. Panipat 200 ASHA's have been selected in the year 2005-2006. Process for the selection of 250 more ASHA's in the year 2006-2007 has been initiated. 

3. First Referral Units for 24 hr. Emergency Health Care(FRU) :-  

These are the CHCs that can take care of all emergencies round the clock. Steps are being taken to upgrade nearly 40 Community Health Centres to the level of Indian Public Health Standards. These will be having round the clock specialist and emergency services especially foe the mother and the child. We have one FRUs in distt. Panipat in CHC Samalkha. Four staff Nurses under RCH II have been posted at CHC Samalkha to conduct deliveries round the clock. Apart from this, Institutional Deliveries are also being conducted in B.S.S. Hospital and E.S.I. Hospital Panipat.

Services of 11 Surgeons 4 Gynecologists, 4 Pediatricians and 5 Anesthetists have been hired under RCH II to provide emergency services.

4. Immunization Strengthening : 

Under National Rural Health Mission a sum of Rs. 10 Lacs have been provided for strengthening Immunization Programme. Under this Programme 50 Rs. Per immunization session will be provided for transportation of vaccine from CHC/PHC to the immunization site. In addition ASHA will be provided an incentive of 25 Rs. per immunization session for mobilizing children to the vaccination camp.

5. Janani Surkasha Yojna : 

This scheme is essentially for BPL Families. This will ensure the early registration of Pregnant woman and early detection of complicated cases, facilitating appropriate referral. Under this scheme the eligible pregnant mother of teh BPL families living in the rural areas will receive a cash assistant of Rs. 500 at the time of delivery. In case the mother delivery is in a health institution (Govt. as well as private) she will receive an additional amount of Rs. 200. This scheme has also been launched in the Urban area since April, 2006 and every beneficiary will be paid Rs. 600. If hospitalization is immediately followed by the Tubectomy/Laproscopy operation a compensation of Rs. 150 will be available through the family Welfare Scheme to JSY beneficiary. 

82 beneficiaries have been disbursed Rs. 44,000/- and 180 more beneficiaries have been identified.

6. UNTIED FUND :

A sum of Rs. 10000.00 has been allotted to each center. A sum of Rs. 8 Lacs 90 thousands was provided to this district. Each Sub center has opened a joint bank account with the Lady Sarpanch/Panch of the concerned village. This money has been given under RCH-II Programme to improve the Health Services at Sub Center Level by ANM herself. Rs. 232457 has been utilized by the ANMs under this fund upto August, 2006. 

C. Revised National Tuberculosis Control Programme(RNTCP):

This Programme was launched on 27th Feb.2004 in the district. Panipat district has been divided into two Tuberculosis units (TU)-Panipat & Samalkha at sub- divison level. Each TU has five Designated Microscopic centers (DMC) covering an area of 1 LAc each for sputum smear examination for the diagnosis  of TB patients. 211 DOTS centers are providing Anti Tuberculosis treatment (ATT) to TB Patients under direct supervision (STS) and senior Tuberculosis Laboratory Supervisors (STLS) have been hired in each Tuberculosis Unit. 1887 new T.B. patients were diagnosed and put on DOTS in 2005. Another 472 patients were diagnosed and put on treatment in the first quarter & 605 patients in the second quarter of 2006.

D. National Anti-Malaria Programme:

Panipat district has seen an enormous increase in  the number of malaria cases in 2004 & 2005. Since the beginning of this year every effort is being made to unearth the existing parasitic load in the community and check further increase in the number of malaria cases. Three rounds of fever mass survey (FMS) have been done in the non-transmission season. Anti Larval measures and vector density in the high-risk areas is being carried out by the biologist. 1603 malaria positive cases were detected upto May which were promptly given radical treatment. 4 Lab. technicians have received training at Panchkula. District Malaria Officer has also undertaken four weeks training in vector borne disease at New Delhi. Deltamethrin Spray has started in the district from 16-05-06. 

E. Prevention of Food Adulteration:

143 food samples were collected in year 2005-2006. Out of these 27 samples were of Milk, 15 of Ghee and the rest were of other food articles. This year 43 food samples were collected from April upto August 2006.
